52:27B-31.Ā  Governor may prohibit or control expenditures
Whenever, in the case of extravagance, waste or mismanagement, it appears toĀ  the satisfaction of the Governor that any appropriation by a spending agency isĀ  not in the best interest of the State, he may prohibit and enjoin suchĀ  expenditure or any future expenditure under the appropriation and prescribe theĀ  terms upon which the same may be made, if at all, by making and signing anĀ  order to that effect and serving it on the request officer of such spendingĀ  agency, and also serving a certified copy of the order upon the commissionerĀ  and upon the director of purchase and property, whereupon the order shallĀ  immediately become operative.Ā  Upon such service future expenditures under theĀ  appropriation shall be limited according to the terms of the executive order. The Governor, in such cases, may make other and further orders as may beĀ  necessary or advisable in his discretion which orders shall become operativeĀ  upon such service.
