52:27D-180.Ā Determination and certification of amount;Ā payment and distribution
The director shall, forthwith upon the appropriation of such sums for StateĀ aid pursuant to this act, determine and certify to the State Treasurer and toĀ the chief financial officer of each qualifying municipality the amount of StateĀ aid allocable to such municipality pursuant to this act, which aid shall be inĀ addition to all other aid to municipalities.Ā The State Treasurer, upon theĀ certification of the director and upon the warrant of the State Comptroller,Ā shall pay and distribute to each qualifying municipality on October 1 of eachĀ year, or as soon thereafter as practicable, the amount determined andĀ certified, or for municipalities which have qualified bonds outstandingĀ pursuant to P.L.1976, c. 38 (C. 40A:3-1 et seq.), the Treasurer shall disburseĀ State aid funds determined and certified under this act in accordance with theĀ provisions of P.L.1976, c. 38.
