52:27D-28.1.Ā Legislative findings
The Legislature hereby finds and declares that:
a.Ā The rapid pace of modern life, the ever-upward spiral of inflation, theĀ often-debilitating infirmities of advancing years, and the change in familyĀ life combine to place many senior citizens of this State in an unenviableĀ position of poverty and dependency that endangers their health, safety, andĀ welfare.
b.Ā Such senior citizens in particular, and all senior citizens in general,Ā need and deserve the attention, assistance, and protection of the State.
c.Ā To fulfill this responsibility, the government of the State should haveĀ an appropriate and significant agency empowered to serve those individualsĀ effectively so that comprehensive programs can be developed and coordinated onĀ a Statewide basis to locate and assist this segment of the population of thisĀ State.
