52:27D-9.3.Ā  Regulations Subject to theĀ  "Administrative Procedure Act,"Ā  P.L.1968, c. 410 (C. 52:14B-1 et seq.), the Commissioner of the Department of Community Affairs shall adopt all regulations necessary to effectuate the purposes of this act.
