52:27-18.  Publication of resolution;  when effective;  validity    Excepting resolutions determining or altering the form of notes or bonds or  providing for their sale, execution or delivery, and resolutions amendatory  thereof or supplemental thereto, such resolutions shall be published in a  newspaper circulating in the municipality and shall take effect immediately  upon such publication.  Resolutions not required to be published shall take  effect immediately upon adoption by the proper officials of such municipality.   Thirty days after taking effect all resolutions shall be conclusively presumed  to have been duly and regularly adopted by such municipality, and to comply  with the provisions of this and every other law, and the validity of any such  resolution shall not thereafter be questioned by either a party plaintiff, or a  party defendant, except in a suit, action, or proceeding commenced prior to the  expiration of such thirty days.
