54:29A-6.Ā  General powers of commissioner The commissioner is hereby authorized and empowered to carry into effect theĀ  provisions of this act and subject thereto he shall prescribe and publish allĀ  needful rules and regulations for its enforcement.Ā  He shall keep a record ofĀ  his proceedings and shall report annually to the Legislature.
