54:4-3.34. "Total blindness"Ā defined
A person shall be deemed to haveĀ "total blindness,"Ā as used in this act, when the vision in his better eye with proper correction does not exceed 20/200Ā as measured by Snellen chart or when there is a field defect in his better eyeĀ with proper correction in which the peripheral field has contracted to such anĀ extent that the widest diameter of visual field subtends an angular distance noĀ greater than twenty degrees.
