58:11-31.  Revocation or denial of certification;  hearing    In case any certification is denied by the board of health or is denied or revoked by the State department, a hearing shall be held thereon before the board or the State department, as the case may be, within 15 days after request  therefor is made by the applicant and upon such hearing the board of health or  the State department, as the case may be, shall affirm, alter or rescind its  previous determination and take action accordingly within 15 days after the  date of such hearing.
