6:1-30.Ā Powers and duties of director
The director shall be the executive officer of the department and, under theĀ supervision of the commission, shall administer and enforce the provisions ofĀ this chapter and the rules, regulations and orders established thereunder, andĀ all the laws of the State of New Jersey with reference to aeronautics.Ā HeĀ shall, subject to the approval of the commission, appoint, pursuant to theĀ provisions of civil service, such clerks and other assistants as may beĀ required and authorized for the proper discharge of the functions of theĀ department and for whose services funds have been appropriated.Ā He shall be inĀ charge of the offices of the department and responsible to the commission forĀ the preparation of reports and the collection and dissemination of data andĀ other public information relating to the aviation industry.Ā He shall approveĀ all bills for the disbursement of moneys under any of the provisions of thisĀ act, which bills, when properly approved by the commission and signed by the chairman, or in his absence by the vice-chairman, shall be paid by the State Treasurer on a warrant of the Comptroller out of any appropriations made therefore.Ā At the direction of the commission the director shall, together with the chairman of the commission, execute all contracts entered into by theĀ department which are legally authorized and for which funds are specificallyĀ provided in any appropriation act.Ā The director shall attend, but not vote, atĀ all regular or special meetings.
