3-11-101. Creation Duties.

(a)  There is created an office of legislative services, which has the duty to:

     (1)  Conduct research on important problems for the consideration of the legislative branch as directed by the general assembly, either house thereof, or a committee of either house;

     (2)  Report on the content and status of pending legislation and to prepare manuals and directories;

     (3)  Arrange for the printing, distribution, and sale of copies of proposed legislation, amendments to proposed legislation, and other legislative acts, reports, or publications, except for such publications which are prepared by the clerks of the senate and the house of representatives;

     (4)  Cooperate with similar agencies of other states, with the council of state governments, and with other interstate research organizations;

     (5)  Collect, summarize, index, and distribute information relating to legislation and legislative policies;

     (6)  Assist individual legislators in collecting data;

     (7)  Provide personnel to serve as committee staff or to assist the staff of any committee of either house upon request of the speaker of the senate or the speaker of the house of representatives; provided, that the speaker of the appropriate house shall advise and consult with the respective committee chairs before any staff assignments to committees are made;

     (8)  Provide training programs for permanent and temporary legislative employees to familiarize them with procedures, organization, reference materials, and other aspects of legislative operations for the purpose of improving efficiency; and

     (9)  Perform all other duties the committee, the speakers, or the general assembly may deem essential to the efficient operation of the legislative branch.

(b)  Performance of the above duties by the office of legislative services and the attendant employment of staff personnel shall in no way constrict or alter the powers of the speakers to employ such personnel as they believe necessary to perform the responsibilities of each house and the committees and members thereof.
