3-15-301. Creation Composition Reports Assistance from other state agencies.

(a)  There is hereby created a special joint committee of the general assembly composed of four (4) members of the education committee of the senate and four (4) members of the finance, ways and means committee of the senate appointed by the speaker of the senate and four (4) members of the education committee of the house of representatives and four (4) members of the finance, ways and means committee of the house of representatives appointed by the speaker of the house. The committee shall also have two (2) at-large members, one (1) each from the house of representatives and the senate, to be appointed by the speaker of each body.

(b)  This committee shall meet monthly to monitor the implementation of the career ladder program and the expenditures necessitated by title 49, chapter 5, parts 50-57, the fiscal condition of the teacher compensation program, and such other programs, initiatives or topics for study as the members deem appropriate to further the cause of public education.

(c)  The committee shall report to the governor and general assembly annually, or more often if necessary.

(d)  (1)  The departments of education and finance and administration and the fiscal review committee shall provide the committee with such financial information as it may require.

     (2)  The commissioner of education, the department of education and the state certification commission shall provide the committee with whatever information relating to the implementation of title 49, chapter 5, parts 50-57, that the committee may from time to time require.

     (3)  The department of education and the state certification commission shall supply the special joint committee with information as to the number of applications from each local education agency for career level I, II, and III certificates and the number of certificates issued in each local education agency. This information shall be supplied prior to each meeting of the special joint committee.
