Nothing in this chapter shall be construed to limit the right of any county to accept any gift, grant, or loan of funds or financial or other aid of any form which might otherwise be available to that county from the state or federal government or any agency thereof or from any other sources or from complying with the terms and conditions thereof not inconsistent with this chapter.
