The department of revenue and the department of finance and administration are authorized to adopt rules and regulations in accordance with the provisions of the Uniform Administrative Procedures Act, compiled in title 4, chapter 5, to implement the provisions of this chapter. The state building commission is authorized to adopt procedures to implement the provisions of this chapter.
