45-20-12. Implementation of leadership development courses; Governor's Executive Leadership Institute


(a) The State Personnel Board and the State Personnel Administration are authorized and directed to implement a sequential series of leadership development courses of study and preparation in order to enhance the capacity of supervisors, managers, and executives to lead people at the direct, organizational, and strategic levels.

(b) The Governor's Executive Leadership Institute is implemented by the State Personnel Board and the State Personnel Administration with the following objectives:

(1) To establish and maintain a state government executive leadership development program to train and prepare current and future state government leaders;

(2) To foster and maintain higher developmental, educational, and ethical standards in the field and practice of public leadership and management; and

(3) To assist agencies of state government by establishing a more objective measure of a leader's professional preparation and knowledge.
