39:4-14.4.Ā  Sale or rent of bicycle;Ā  equipment with reflectors No person shall sell or offer to sell, or rent or offer to rent, whether itĀ  be by retail, wholesale or by auction, any bicycle manufactured on or after theĀ  effective date of this act unless such bicycle is equipped with front, rear andĀ  pedal reflectors and either (a) side reflectors;Ā  or (b) retroreflective tireĀ  sidewalls which shall form a continuous circle on each sidewall, in order toĀ  permit recognition and identification under illumination from motor vehicleĀ  headlamps.Ā  Such front, rear, pedal and side reflectors shall be colored andĀ  mounted in conformity with regulations promulgated by the Director of theĀ  Division of Consumer Affairs.
