SECTION 1-4-10

   § 1-4-10  Rules and regulations. – The director shall adopt and promulgate, and may amend or repeal, rules andregulations establishing minimum standards with which all air navigationfacilities, air schools, and flying clubs must comply, and shall adopt andenforce, and may amend or repeal rules, regulations, and orders, to safeguardfrom accident and to protect the safety of persons operating or using aircraftand persons and property on the ground, and to develop and promote aeronauticswithin this state. No rule or regulation of the director shall apply toairports, landing fields, air beacons or other air navigation facilities ownedor operated within this state by the federal government. In order to avoid thedanger of accident incident to confusion arising from conflicting rules,regulations, and orders governing aeronautics, the rules, regulations, andorders of the director shall be kept in conformity as nearly as may be with thefederal legislation, rules, regulations, and orders on aeronautics, and shallnot be inconsistent with paramount federal legislation, rules, regulations, andorders on the subject.
