SECTION 12-9-3

   § 12-9-3  Governor's duty to deliverfugitives from justice. – Subject to the provisions of this chapter, the provisions of the Constitutionof the United States controlling, and any and all acts of Congress enacted inpursuance of the Constitution, it is the duty of the governor of this state tohave arrested and delivered up to the executive authority of any other state ofthe United States any person charged in that state with treason, felony, orother crime, who has fled from justice and is found in this state.
