§ 16-2-18.3 Rules and regulations. –The commissioner of elementary and secondary education is authorized topromulgate rules and regulations to carry out the intent of this chapter. Theseregulations shall be promulgated in accordance with the rule-making provisionsof chapter 35 of title 42.
