SECTION 16-25-1

   § 16-25-1  Appointment of statebeneficiaries at special institutions. – The governor, on recommendation of the department of elementary and secondaryeducation and upon application of the parent or guardian, may appoint any childwho is deaf, blind, or visually impaired being a legal resident of this state,who shall appear to the department to be a fit subject for education, as astate beneficiary at any suitable institution or school now established or thatmay be established either within or without the state, for the period that heor she may determine, within the limit of ten (10) years; provided, that he orshe may, upon the special recommendation of the department, extend the periodand that he or she shall have the power to revoke any appointment at any timefor cause.
