§ 16-25-4 Care and instruction of childrenwho are blind or visually impaired under school age. – The department of elementary and secondary education shall have power toprovide for the suitable care, maintenance, and instruction of babies andchildren under school age residing in this state who may be born blind orbecome blind or visually impaired, in any case where by reason of lack of meansor other cause the parent or parents of the children may be unable to properlycare for, maintain, and educate the children.
