§ 16-3.1-3 Rules and regulations. –The board of regents for elementary and secondary education shall adoptregulations regarding all aspects of the agreement. Each agreement shall fullydescribe the services to be rendered, the terms by which each school districtshall share in the cost of the services, and shall provide for a method ofgoverning the services which services shall be considered a part of the publicschool system.
