SECTION 16-61-3

   § 16-61-3  Membership of authority. –(a) The authority shall consist of nine (9) members as follows: seven (7)public members appointed pursuant to the terms of § 16-61-4, thechairperson of the board of regents for elementary and secondary education orhis or her designee who shall serve as a non-voting ex-officio member, and thechairperson of the board of governors for higher education or his or herdesignee who shall serve as a non-voting ex-officio member. The governor shalldesignate one of the public members as chairperson of the authority.

   (b) Four (4) voting members of the committee shall constitutea quorum. A majority vote of those present and voting shall be required foraction.

   (c) No one shall be eligible for appointment unless he or sheis a resident of this state.
