SECTION 23-19.14-15

   § 23-19.14-15  Notice and validity ofliens. – (a) Any lien imposed under the authority of this chapter shall be subject tothe rights of any purchaser, holder of a security interest, or judgment liencreditor whose interest is perfected under applicable state law before noticeof the lien has been filed in the appropriate office within the state or countyor other governmental subdivision, as designated by any provision of law.

   (b) Any purchaser, holder of a security interest, or judgmentlien creditor shall be afforded the same protection against the lien imposed bythis subsection as is afforded under state law against a judgment lien whicharises out of a secured obligation, and which arises as of the time of thefiling of the notice of the lien imposed by this chapter.
