SECTION 23-37-4

   § 23-37-4  Unauthorized obstruction ofhydrants. – Any person who shall obstruct or interfere with the use of any fire hydrant inany town, or city, by piles of lumber, building material, articles ofmerchandise, the excavation or removal of buildings, dirt or rubbish, or in anyother way or manner, unless by permission of the town or city council, shallpay a fine not exceeding twenty dollars ($20.00) for each offense. Every daythat the interference or obstruction shall continue shall be regarded as aseparate offense; provided, however, that the permission herein required of thetown or city council may be lawfully obtained from the commissioner or directorof public works or any other officer of any city or town whenever he or she maybe so duly authorized by law.
