SECTION 23-59-14

   § 23-59-14  Rules and regulations. –(a) The department shall have the authority to adopt, amend, or repeal rulesand regulations that are reasonably necessary for the enforcement of theprovisions of this chapter. The department may issue regulations setting forththose transactions which shall require the payment of fees by a provider andthe fees which shall be charged.

   (b) Any provider may be given a reasonable time, not toexceed one hundred twenty (120) days from the date of publication of anyapplicable rules and regulations or amendments thereto adopted pursuant to thischapter, within which to comply with the rules and standards.
