SECTION 23-63-1

§ 23-63-1  Legislative findings and policy.– The general assembly finds and declares that accumulation of stored usedvehicle tires and the disposal of the tires by land filling present anunacceptable risk to the public health and safety, and that it is necessary tocontrol disposal and promote safe recycling or recovery of the tires. Thegeneral assembly also recognizes: (1) that the stockpiling of whole vehicletires poses unacceptable risks to the environment and public health, (2) thatthe haphazard dumping of vehicle tires in Rhode Island is both unsightly andenvironmentally unsound, (3) that used vehicle tires represent a form ofrecyclable waste which should, for the purpose of reuse, be fully segregatedfrom solid waste, and (4) that the state should take every reasonable step toensure that recycling is pursued as the preferred method of handling wastetires.
