SECTION 23-9-23

   § 23-9-23  Action for recovery of expenses.– If any owner, freighter, mariner, or passenger shall refuse to pay those wagesand charges settled, adjusted, and fixed pursuant to § 23-9-22, then thecity or town shall sue for and recover those wages and charges, and the courtwhere the action is brought and maintained shall tax double costs for theplaintiff.
