SECTION 27-18-21

   § 27-18-21  Appeals from commissioner.– Any order or decision of the commissioner under this chapter shall be subjectto appeal to the superior court at the instance of any party in interest. Thefiling of the appeal shall operate as a stay of the order or decision until thecourt directs otherwise. The court may review all of the facts and, indisposing of the issue before it, may modify, affirm, or reverse the order ordecision of the commissioner in whole or in part. Any person aggrieved by thedecision or decree of the superior court may appeal to the supreme court onquestions of law. The appeal shall follow the course of equity. Pending thedetermination of the appeal, all orders or decisions or decrees of either thecommissioner or the superior court shall be stayed until the supreme courtdirects otherwise.
