SECTION 28-5.1-8

   § 28-5.1-8  Education, training, andapprenticeship programs. – (a) All educational programs and activities of state agencies, or in whichstate agencies participate, shall be open to all qualified persons withoutregard to race, color, religion, sex, sexual orientation, gender identity orexpression, age, national origin, or disability. The programs shall beconducted to encourage the fullest development of the interests, aptitudes,skills, and capacities of all participants.

   (b) Those state agencies responsible for educational programsand activities shall take positive steps to insure that all programs are freefrom either conscious or inadvertent bias, and shall make quarterly reports tothe state equal opportunity office with regard to the number of persons beingserved and to the extent to which the goals of the chapter are being met by theprograms.

   (c) Expansion of training opportunities shall also beencouraged with a view toward involving larger numbers of participants fromthose segments of the labor force where the need for upgrading levels of skillis greatest.
