SECTION 30-15-5

   § 30-15-5  Emergency managementpreparedness agency created – Personnel – Facilities. – (a) There is hereby created within the executive department, the Rhode Islandemergency management agency (hereinafter in this chapter called the "agency"),to be headed by the adjutant general of the Rhode Island national guard whoshall be appointed by and serve at the pleasure of, the governor, and who shallbe in the unclassified service.

   (b) The adjutant general may employ such technical, clerical,stenographic, and other personnel, all of whom shall be in the classifiedservice, and may make such expenditures within the appropriation therefor, orfrom other funds made available for the purposes of this chapter, as may benecessary to carry out the purposes of this chapter, consistent with otherapplicable provisions of law.

   (c) The agency may provide itself with appropriate officespace, furniture, equipment, supplies, stationery, and printing.

   (d) The adjutant general, subject to the direction andcontrol of the governor, shall be the executive head of the agency, and shallbe responsible to the governor for carrying out the program for disasterpreparedness of this state. The adjutant general shall coordinate theactivities of all organizations for disasters within the state, and shallmaintain liaison with and cooperate with disaster agencies and organizations ofother states and of the federal government. The adjutant general shall havesuch additional authority, duties, and responsibilities authorized by thischapter as may be prescribed by the governor.
