SECTION 31-2-22

   § 31-2-22  Authority to enter intoreciprocity agreements. – (a) Notwithstanding any other provisions of law, the administrator of thedivision of motor vehicles is authorized to enter into reciprocal agreements onbehalf of the state with the duly authorized representatives of any state ofthe United States, the District of Columbia, or a state or a province of aforeign country, providing for the registration of vehicles on an apportionmentor allocation basis. In exercising this authority, the administrator of thedivision of motor vehicles is expressly authorized to enter into and to becomea member of the International Registration Plan, or any other designation thatmay, from time to time, be given to such a plan. The administrator of thedivision of motor vehicles is further authorized to promulgate and to enforceany rules and regulations that may be necessary to carry out the provisions ofthe International Registration Plan or any other agreement entered into underauthority set forth in this section.

   (b) The International Registration Plan, and any otheragreement authorized to be entered into by the administrator of the division ofmotor vehicles, shall take precedence over any state law or regulation that maybe in conflict with the aforementioned agreements.
