SECTION 31-23.1-2

   § 31-23.1-2  Legislative findings. –The legislature finds that:

   (1) The public safety necessitates the continuousdevelopment, modernization, and implementation of standards and requirements oflaw relating to vehicle equipment, in accordance with expert knowledge andopinion.

   (2) The public safety further requires that those standardsand requirements be uniform from jurisdiction to jurisdiction, except to theextent that specific and compelling evidence supports variation.

   (3) The division of motor vehicles, acting uponrecommendations of the vehicle equipment safety commission and pursuant to theVehicle Equipment Safety Compact, provides a just, equitable, and orderly meansof promoting the public safety in the manner and within the scope contemplatedby this chapter.
