§ 31-3-82 Special plate for WaterFireProvidence. – (a) The administrator of the division of motor vehicles is empowered to makeavailable special motor vehicle registration plates for the not-for-profitWaterFire Providence.
(b) The special plate shall be displayed upon the sameregistration number assigned to the vehicle for which it was issued and shallbe used in place of and in the same manner as the registration plates issued tothe vehicle. The original registration plates for the vehicle shall be removedfrom the vehicle and the registration certificate for the plates shall becarried in the vehicle, in accordance with § 31-3-9. The registrationcertificate shall be in effect for the special plate.
(c) WaterFire motor vehicle plates shall be the same size asregular motor vehicle plates and shall be designed by WaterFire Providence inconjunction with the division of motor vehicles.
(d) WaterFire plates shall be subject to a minimum pre-paidorder of at least nine hundred (900) plates. WaterFire plates shall not beissued unless the minimum order requirements are met.
(e) The administrator of motor vehicles shall developapplication forms, pre-payment procedures and any other procedures deemednecessary to carry out the purposes of this section.
(f) In addition to the regular prescribed motor vehicleregistration fee, WaterFire plates shall be subject to a forty dollar ($40.00)issuance surcharge.
(g) The forty dollar ($40.00) issuance surcharge shall beallocated as follows: twenty dollars ($20.00) shall be allocated to the generalfund and the remaining twenty dollars ($20.00) shall be distributed annually toWaterFire Providence to assist in the fiscal needs required to keep this eventfree for all to enjoy, and to continue in the fostering of WaterFire's presenceas an asset to Rhode Island's economic growth and prosperity. The distributionto WaterFire Providence shall be placed in a restricted account and shall bepaid to WaterFire Providence.
(h) WaterFire Providence will be required to submit an annualaudit prepared by a certified public accountant before such monies aredistributed.
(i) There shall be no refunds for early cancellation ofWaterFire plates.
