SECTION 31-40-1

   § 31-40-1  Declaration of policy. –It is declared to be the policy of Rhode Island:

   (1) To provide maximum safety for all persons who travel orotherwise use the public highways of the state;

   (2) To deny the privilege of operating motor vehicles on thehighways to persons who, by their conduct and record have demonstrated theirindifference for the safety and welfare of others and their disrespect for thelaws of the state of Rhode Island, the orders of its courts, and thestatutorily required acts of its administrative agencies; and

   (3) To discourage the repetition of criminal acts byindividuals against the peace and dignity of the state of Rhode Island and itspolitical subdivisions, and to impose increased and added deprivation of theprivilege to operate motor vehicles upon habitual offenders who have beenconvicted repeatedly of violations of traffic laws.
