SECTION 32-7-5

   § 32-7-5  Scope and jurisdiction. –(a) This chapter is intended to include all elements to be regulated by thestate of Rhode Island. The regulations contained in this chapter shall notsupercede any applicable zoning ordinance enacted by any municipality pursuantto chapter 24 of title 45.

   (b) Where differences occur between state and local standardsaffecting building, electrical, plumbing, and fire protection elements, thestate standards shall govern.

   (c) Any decision to regulate aspects of recreational vehicleparks and campgrounds, as they relate to zoning and location affecting offsiteimpacts, shall be made solely by local agencies.

   (d) Upon the construction of a recreational vehicle park orcampground, enforcement of the operational requirements of this code shall bethe responsibility of those agencies normally responsible for enforcing suchprovisions. Where disagreements arise over jurisdiction, the responsibility forenforcement shall vest with the city, then state, in that order.

   (e) Federal regulations promulgated by the National HighwayTraffic Safety Administration may supercede all or part of this chapter, asapplied to any category of regulated motor vehicles.
