SECTION 35-8.1-4

   § 35-8.1-4  Creation. – There is hereby created and established a public corporation to be administeredby the office of the general treasurer, having a distinct legal existence fromthe state and not constituting a department of state government, to be known asthe "Rhode Island refunding bond authority". The authority is constituted as apublic instrumentality to exercise public and essential governmental functions.
