SECTION 37-2-66

   § 37-2-66  Solicitation – Publicagency. – (a) A solicitation shall be prepared which describes the public agency'srequirements and sets forth the evaluation criteria. It shall be distributed tointerested persons.

   (b) For services reasonably estimated to exceed twentythousand dollars ($20,000), the committee may require an informationalconference be held which describes the criteria to be used in evaluating thestatement of qualification, performance data, and selection of firms. Criteriashall include, but is not limited to:

   (1) Competence to perform the services as reflected bytechnical training and education; general experience; experience in providingthe required services; and the qualifications and competence of persons whowould be assigned to perform the services;

   (2) Ability to perform the services as reflected by workloadand the availability of adequate personnel, equipment, and facilities toperform the services expeditiously;

   (3) Past performance as reflected by the evaluation ofprivate persons and officials of other governmental entities that have retainedthe services of the firm with respect to such factors as control of costs,quality of work, and an ability to meet deadlines; and

   (4) The proposed approach to the project, where applicable.

   (c) The scope of work shall be discussed and further definedat the bidder's conference, including on-site visits, if appropriate.
