SECTION 39-1-20

   § 39-1-20  Assistance for investigationsand hearings. – Whenever the commission or the division shall conduct an investigation orhearing upon a proposal by a public utility to increase its rates, tolls, orcharges or to issue stocks, bonds, notes, or other evidences of indebtedness orto merge or consolidate with another company, it may employ legal counsel,official stenographers, and expert witnesses, and may designate disinterestedpersons free from bias, prejudice, and pecuniary interest in the matterconcerned, to examine into and testify regarding the matters involved and allcollateral issues at all hearings and in any appeal procedures until finaldetermination in law has been had.
