SECTION 40-17-1

   § 40-17-1  Legislative findings. – (a) The general assembly hereby finds that there exists in this stateundetermined numbers of homeless persons, many of whom suffer from chronicmental illness and disability, and that this condition exists among familiesand among individuals of all age groups without regard to ethnic or racialheritage or sex. The existence of this condition is declared to be detrimentalto the health, safety, and welfare of the homeless individuals themselves andto the state.

   (b) The general assembly further finds and declares that thiscondition is particularly pronounced in the city of Providence, the state'slargest city which draws homeless people from throughout the state.
