   § 42-109-7  Additional programs to beestablished by the permanent legislative oversight commission on substanceabuse prevention. – The department of mental health, retardation, and hospitals shall, incooperation with and with the assistance of the permanent legislative oversightcommission on substance abuse prevention, establish the following pilotprograms: a young family substance abuse prevention program in the early startprogram of the department of children, youth, and families and/or a youngfamily substance abuse prevention program in the head start program of thedepartment of human services.
