SECTION 42-14.3-1

   § 42-14.3-1  Commission established –Powers. – There shall be a public utilities commission. The head of the commission shallbe the chairperson of the public utilities commission, who shall carry out,except as otherwise provided by this title, the provisions of chapters 1 –20, inclusive, of title 39, and of all other general laws and public lawsheretofore carried out by the former administrator of public utilities andcarriers and division of public utilities and carriers.
