SECTION 42-99-21

   § 42-99-21  Liberal construction. –Neither this chapter nor anything contained in this chapter is or shall beconstrued as a restriction or limitation upon any powers, which the corporationmight otherwise have under any laws of this state, and this chapter iscumulative to any powers. This chapter does and shall be construed to provide acomplete, additional, and alternative method of doing things authorized by thischapter and shall be regarded as supplemental and additional to powersconferred by other laws. However, the issuance of bonds, notes, and otherobligations of the corporations under the provisions of this chapter need notcomply with the requirements of any other state law applicable to the issuanceof bonds, notes, and other obligations and contracts for the acquisition ofland and improvements on the land and for the construction of buildings andother improvements undertaken pursuant to this act need not comply with theprovisions of any other state law applicable to contracts for the constructionand acquisition of city or state owned property. No proceedings, notice, orapproval shall be required for the issuance of any bonds, notes and otherobligations or any instrument as security therefor, except as is provided inthis chapter.
