SECTION 45-31-2

   § 45-31-2  Finding as to existence ofsubstandard areas. – It is found and declared that there exist in many communities in this stateblighted and substandard areas, as defined in § 45-31-8, which constitutecommunity liabilities requiring redevelopment in the interest of the health,safety, morals, and general welfare of the communities in which they exist andof the people of this state generally.
