Sec. 51-183e. (Formerly Sec. 51-43). Presiding judge or arbitrator to have
casting vote.
The Chief Justice, or the presiding judge of a court, when there is an equal
division of opinion among all the judges of the court including the Chief Justice or
presiding judge on any question before it, shall have a casting vote except where it
is otherwise specially provided by law. A person presiding in an arbitration or civil
proceeding shall in the like case have a casting vote.
