Release of information.

The state registrar of vital statistics may release information relating to the acknowledgment or denial of paternity, not expressly sealed under a court order, to: (1) A signatory of the acknowledgment or denial or their attorneys of record; (2) the courts of this or any other state; (3) the agencies of this or any other state operating a child support program under Title IV-D of the social security act; or (4) the agencies of this or any other state involved in a dependency determination for a child named in the acknowledgment or denial of paternity.
