§ 13. Salaries   of   officers;  expenses.  The  annual  salaries  and  compensation of the deputy commissioners, the counsel, secretary and all  other officers and employees of the department shall  be  fixed  by  the  commissioner within the limits of appropriations made therefor.    The  reasonable  and  necessary  traveling  and  other expenses of the  commissioner,  deputy  commissioners,  secretary,  counsel   and   other  officers  and employees of the department, while actually engaged in the  performance of their duties, shall be paid in accordance with the  rules  and  regulations  of  the department of audit and control from the state  treasury upon the audit of the comptroller, upon  vouchers  approved  by  the commissioner.
