§  103.  Tolls  for lock and lift bridge passage by vessels and use of  locks and lift bridges. 1. The  corporation  shall  have  the  power  to  impose  tolls  for the passage through locks and lift bridges by vessels  which are propelled in whole or in part  by  mechanical  power,  and  to  collect such tolls by the sale of lock and lift bridge passes issued for  such  periods of time as the corporation shall determine. Tolls for such  lock and lift bridge passes shall be established by  regulation  of  the  corporation  with  the  advice of the canal recreationway commission and  following no fewer than two public hearings at geographically  dispersed  locations  on the canal system. In addition, the corporation may provide  by regulation for the sale of lock and lift bridge passes by  any  other  entity,  and  may allow a charge for handling by such other entities not  to exceed one dollar for  each  pass.  No  tolls  shall  be  imposed  or  collected   prior   to   the   first  day  of  April,  nineteen  hundred  ninety-three.  Vessels  owned  by  the  United  States,  a   state,   or  subdivision  thereof shall be exempted from the tolls authorized by this  section.    2. The use of locks and  lift  bridges  by  pleasure  and  residential  vessels  shall  not  interfere with the use of locks and lift bridges by  public vessels. Pleasure, residential and public vessels shall have  the  same meaning as defined in the navigation law.    3. Revenues realized from the imposition of lock and lift bridge tolls  shall be deposited in the canal fund.
