§ 5100. Definitions.    As  used  in this article, the following terms  shall have the following meanings:    1. "Eligible agency" means labor organizations, their  federations  or  organizations   of   employers   acting   in   consortium   with   labor  organizations,  that  have  been  approved  by  the  commissioner,  upon  application  therefor,  to  conduct  workplace literacy and basic skills  education programs.    2. "Labor organization" means organizations of workers established  to  bargain collectively on behalf of their member workers.    3.  "Workplace literacy and basic skills education" means those common  branch skills and English-as-a-second-language skills that are  directly  related to the ability to perform occupational tasks.
