§ 4309. Applicants from without the state.  Blind persons from without  the  state  may  be  received  into  the  school  upon the payment of an  adequate sum, fixed by the education department, for their boarding  and  instruction;  provided  that  such  applicants  shall in no case exclude  those from the state of New York.
