§ 17-0507. Prohibition against modification of wastes discharged through existing outlet or point source without permit. Increasing or altering the content of the wastes discharged through an  outlet  or  a  point  source into the waters of the state by a change in  volume or physical, chemical or  biological  characteristics  without  a  SPDES  permit so to do as provided by section 17-0701 or title 8 hereof,  or standards, criteria, limitations, rules or regulations promulgated or  applied pursuant thereto, is prohibited.
